The rod that runs from the (apparently) brake do-hickey on the frame to the rear axle. What's it do?

load sencing proportioning valve .
when your carring a "load" and the rear of the truck saggs , it changes the brake fluid proportion to the rear brakes ...
for example : normal is , 70% front - 30% rear brake pressure ..... carring a load = 60% front - 40% rear brake pressure .

Please besure not to tweek it or remove it, it serves exactly like what Corey said. If you remove it you will have serious problems. I have booked marked a couple of threads on removing it and adding a proportioning valve if you need that info just let me know. With my planned rear suspension it is something that I fear I may need to work on...

Wow, glad I asked. I'm stripping the frame to media-blast. If I put index marks on it before I remove it, I should be able to put it back the same.

NOPE .... they are "bent" from stock ..
your "looks" ok !!
